Yuki Onna (Yume Nikki)

Named after the Snow Woman of Japanese folklore, Yuki Onna bears a blank white face, long Blue Hair, and a pale Blue Kimono.

She spawns somewhat close to an Igloo, northwest of Snow World's Door.
