The two fairies of the "Skilled Lookouts" equippable item, who happen to be Look-Alikes of Ayanami (Kancolle) and Choukai (Kancolle) (a reference to their respective exploits in the battles of Naval Guadalcanal and Savo Island).
The item itself increases the cut-in chances of the ship that it's equipped with during a night battle.
