A specific type of Bandeau that is naturally designed with a low and wide-cut neckline, not covering the shoulders or upper chest area, leaving them bare.
An important distinction that this bandeau type has (unlike regular bandeaus) is that off-shoulder bandeaus have attached sleeves/sleeve-like garments that sit on the upper arms instead of on top of the shoulders.
