Hair that is blowing in the Wind, floating in midair, or otherwise not being held down by gravity.
Generally does not apply to Tails or hair that is messy or styled to appear gravity-defying.
Not to be confused with Hair Flowing Over, which is hair draped over a surface, or Hair Spread Out, which is hair spread over a surface, or Naturally Detached Hair, which is hair magically disconnected from the head.
