This tag should be used when characters irrelevant to the focus of the picture are added as a form of artist icon.
The characters in the watermark should either be marked as cameos (see Mutsu (Snail) Cameo for an example), or not tagged at all, as they would clutter up searches with irrelevant posts. This is based on the conclusion reached in topic #15982.
