Carmel (One Piece)

A villainous character from the manga and anime One Piece. She was running an orphanage while actually trafficking the poor children to her contacts in the criminal underground. Carmel was almost certainly accidentally eaten by her intended last victim, Charlotte Linlin, in an eating frenzy on her sixth birthday (that poor girl unwittingly saved herself from the child trafficker, but was lead by Streusen into a life of piracy).
