The dictator of Oceania from George Orwell's 1949 Dystopian novel 1984 (Novel). He is shown on posters plastered everywhere with the caption reading "BIG BROTHER IS WATCHING YOU" to remind people about the mass surveillance.
He is described in the novel to have a black Mustache and dark eyes.
