A phantom thief is a type of Thief that steals for the thrill of the act itself and often to correct a moral wrong, for example, a thief that only steals from the rich, criminals or other thieves.
Notable characteristics include an Eye Mask, Top Hat, High Collar and a Cape or Cloak. Kaitou Kid is a prominent example.
